Hakeem Jeffries has been Minority Leader since January 2023. His team has built a playbook for the moment the Republican majority breaks on a budget vote.
The three scenarios
- The Freedom Caucus revolt — a bloc of hard-line House Republicans refuses to back the Speaker's continuing resolution. Jeffries offers to whip Democratic votes in exchange for concessions on the ACA and infrastructure. This is the base case.
- The moderate revolt — 15-20 vulnerable Republicans in Biden-won districts break with leadership rather than shut down the government. Jeffries provides the margin. Less favourable — no concessions.
- The clean CR — leadership passes a short-term punt with Democratic votes. Jeffries takes credit for keeping the government open and pockets political capital.
Whichever scenario fires, the Democratic caucus is ready with a unified vote.
