The CHIPS and Science Act signed in August 2022 committed $52 billion in direct federal grants. Two and a half years in, the map is filling out.

Under construction (as of September 2026)

  • TSMC Arizona (Phoenix) — Fab 1 operational since December 2024. Fab 2 breaking ground. $6.6B grant.
  • Intel Ohio (New Albany) — Fab construction 60% complete. First production targeted 2027. $8.5B grant.
  • Samsung Texas (Taylor) — Fab 1 in equipment install phase. Q4 2026 first tape-out. $6.4B grant.
  • Micron New York (Clay) — Environmental review complete August 2026. Groundbreaking imminent. $6.1B grant.
  • GlobalFoundries Vermont — expansion complete Q2 2026. $1.6B grant.

Timeline reality

Every one of the mega-fabs slipped its original timeline by 12-18 months. That is normal for semiconductor construction. The Biden-Harris administration built the CHIPS grants around milestone-based disbursement, not lump sums — so the money flows only after the promised construction is done.

The Trump II question

The current administration has questioned the CHIPS approach without unwinding it. The grants are contractual. The tax credits are statutory. Neither can be reversed without new legislation.
