The 2028 primary calendar isn't set. The FEC filings are.

The declared and undeclared

  • Kamala Harris (former VP, 2024 nominee) — Coming off a narrow loss, still commands the party's Black-women organiser base. Q3 FEC filings show $18M in Harris-affiliated PAC receipts.
  • Gavin Newsom (Governor of California) — Term-limited out January 2027. His PAC raised $32M in Q3. Longest bench of institutional endorsements outside the Harris orbit.
  • Josh Shapiro (Governor of Pennsylvania) — Term-limited 2027. Won PA in 2022 by 15 points in a red year. Central-casting general-election candidate.
  • Gretchen Whitmer (Governor of Michigan) — Term-limited 2027. Rust Belt credential, protected reproductive rights via ballot initiative.
  • Alexandria Ocasio-Cortez (Rep., NY-14) — First Millennial credible in a primary. Runs the progressive bloc's attention economy. FEC filings show record small-dollar cash on hand.
  • Pete Buttigieg (former DOT Sec) — Coalition candidate — Midwest roots, gay pride, Rhodes Scholar credential. Ohio move signals a future statewide run.

The Harris lane

Harris has been to Iowa four times, New Hampshire three times, South Carolina five times since November 2024. That is not the calendar of someone who is done.

The Newsom lane

Newsom has the machinery — a $32M PAC, a Rolodex of every West-coast donor, and California's network of former staff placed in every state party. If Harris hesitates, Newsom is the immediate fallback.
